Agency Negotiation, Former Aerospace Facilities

EA staff maintain robust, collaborative, and productive professional relationships with the staff and management of several California state regulatory agencies. These relationships have contributed to EA’s success in negotiations with these agencies on behalf of our clients. EA has developed and successfully negotiated soil and groundwater investigation scopes of work; soil, soil vapor, and groundwater remediation plans; site-specific soil, soil vapor, and groundwater cleanup levels; and agency-approved closure sampling plans. EA has obtained agency approval of “No Further Action,” “No Further Active Remediation,” and/or soil, groundwater, or site closure requests.

Regulatory Compliance Assistance, Former Aerospace Facilities

Los Angeles County, California

EA staff anticipate and plan for regulatory permit requirements by working with operators and the client to ensure compliance with all monitoring, operations, and reporting required at the site. By working with the operations team, EA staff have successfully reviewed, scheduled, and overseen operations and permit compliance for soil vapor sampling, air permit sampling, groundwater monitoring, and groundwater remediation systems.

Permitting for Air Emissions, Former Aerospace Facilities

Los Angeles County, California

EA staff have prepared permit applications and obtained South Coast Air Quality Management District (SCAQMD) Permit to Construct/Permit to Operate for thermal oxidizers, catalytic oxidizers, and air strippers at numerous chlorinated solvent soil and groundwater remediation systems. EA staff successfully negotiated with SCAQMD to obtain client-favorable permit conditions.  EA has overseen preparation of source testing protocols and implementation of source testing for regulated air emissions.

Environmental Permitting, Waste Discharge Requirements (WDR) Permitting

Southern California

EA staff have prepared California State Water Resources Control Board (SWRCB) Waste Discharge Requirements (WDR) permit applications and have successfully obtained General and Site-Specific WDRs.  Waste discharges for soil and/or groundwater remediation can be exempted from the California Code of Regulations (CCR) requirements and are issued WDRs that are regulated by the SWRCB WDR Program. EA staff have successfully submitted WDR permit applications and obtained WDRs for in-situ (EISB, ISCR) and ex-situ (GET, groundwater containment) groundwater remediation programs.

Environmental Permitting, NPDES Permit Analysis

Various Mining and Industrial Facilities, Colorado

EA staff negotiated and prepared NPDES permit application for mining and industrial facilities. EA staff evaluated discharge data, receiving water conditions, analyzed permit limits, and submitted NPDES permit applications that were approved by regulatory agency staff. Permitting efforts resulted in cost-effective solutions for our clients permitting project.

Stormwater Assessment and Management, Active Aerospace Facility

El Segundo, California

EA staff designed and installed multiple storm water low impact development features to comply with the State of California’s Municipal Separate Storm Sewer System (MS4) permit for an active aerospace company in El Segundo, California. Responsibilities included preparation of state and local regulatory permits, storm water calculations and system equipment sizing and selection, cost estimates, project schedules, low impact development plans, coordination with multiple stakeholders, and field quality control during construction. Work consisted of installation of below grade storm water treatment features (infiltration trench, filtration units, biotreatment) to meet State of California storm water discharge requirements.
